Is it possible that he has a cognitive or other non-physical disorder that she has not shared with you? Sometimes these things are more complex than they appear on the surface. (e.g. fetal alcohol syndrome)

I’ve seen cases where it was obvious a 20 something male’s employment application had been filled out by his Mother.
