It wouldn't. Orthodoxy in Ukraine is split between those which recognise the Moscow Patriarchate, and those which recognise the Constantinople Patriarchate. This ban affects only the former.

The Orthodox in Ukraine who recognized the Moscow Patriarchate declared their independence in May 2022 in response to the invasion.

At least de facto, there are currently no branches of Eastern Orthodoxy in Ukraine who claim communion with Moscow.
