The vote (franchise)was never universal or meant to be universal.

The franchise should always be limited to those who have some maturity and life experience.

It should be limited to those who have a stake in the outcome.

Those who do not have a stake in maintaining a stable society are a threat to everyone else.

The globalists push the idea the nationstate is evil, and must be eliminated to prevent war (and, of course, the globalist must be put in charge of the world).

It is just a form of special pleading for power.

And the franchise should only be granted to citizens who were born citizens or who legally immigrated to the country.

This is why I gave the examples of driver's license and bank account. Both of these are affected by law makers.

I do not know the answer to minimum voting age. I offered a perspective, that's all.
