Yes, the rifle was really developed in Pennsylvania long before there was any kind of recognized “Kentucky”. It was also why most of the recognized riflemen were from…Pennsylvania. And as with most of the peoples (often German, as was the rifle), it tended to migrate down the Appalachians.
