Perhaps the real answer is to ‘pay more’ to get those workers on the sidelines still back on the job.
LOL.
This is a problem with being in a woke culture. You cannot take minimum wage jobs and pay $15- $20 per hour. Now they want the employer, who cannot fill those jobs, to pay less?
I have a better idea, cut government employment instead. Start with the IRS and 87,000 new hires.

I have been out of work from my IT job for three months. Plenty of interviews, no offers. First, there are the 20% of jobs (either gov., medical, or extra woke) that require a COVID shot, so I skip those.
Then, I get MANY calls from recruiters, but the east Indian accent is so thick I can barely make it out. I imagine that these are the brothers and sisters of Indians who already have real IT jobs.
If I get to a hiring manager in an interview, it generally goes well, but no offer.
The employers seem risk averse, and if they want 20 specific things, and you have 12 or 13 of them with a solid work history, that is not good enough. So IT is at 2% unemployment, plenty of jobs, but none for me. Something is broken.
