Actually, sending someone who is mentally impaired to speak with one's adversary could be a very clever negotiating tactic!

It might so frustrate and infuriate the adversary as to induce him to commit unforced errors.

I am reminded of Steve Martin's joke about how one should pretend to be mentally retarded if mugged:

"No, no! If you give me the money, I won't hurt you! Don't you understand?!"

Unfortunately, Biden isn't just a patsy sent ahead to confuse the enemy - rather, he has actual negotiating power, and is willing to give away the family silver.
