Directors of America's biolabs have admitted to hundreds of dangerous accidents in the past two decades, but even incidents involving exposure to deadly viruses have been kept from public view, an investigation by The Intercept has revealed.
"People have it in their minds that lab accidents are very, very rare, and if they happen, they happen only in the least well-run overseas labs," Rutgers University molecular biologist Richard Ebright told the media outlet. "That simply isn't true."

It’s ok, they are doing it to protect democracy.
Can’t they run these labs in a place where an accident won’t cause the potential loss of someone who may make a future contribution to the betterment of mankind such as DC or palestine?
Put these biolabs in the basements of the FBI, CIA, DOJ, ATF, IRS, etc., after moving them to Islands in the Antarctic. Just to be sure.
Universities are not really able to safely self-monitor. Waaaaaaay too many PI have the God complex and are willing to do and act how ever they feel to do so. Regular safety protocols are self-compliance with rudimentary or merely perfunctory in nature.
I believe it was Douglas Adams who said that those building completely foolproof systems always underestimate the ingenuity of complete fools.
I would go further to state that believing you can make a foolproof system demonstrates that you are a complete fool.
These labs only exist because people believe in foolproof systems.
Fauci is one! Said the risk of a pamdemic was worth it for the gain of function research.

There is no excuse for these leaks. They have to be due to incompetence, laziness and poor maintenance.

I agree. Any lab conducting BSL3 level research and above needs periodic outside evaluation. In house Biosafety committees are not sufficient.
