The police (not the housekeeper, who, by the way, doesn't exist) was relaying his third party limited understanding of a distressed call made to 911 by Paul Pelosi and consisting of the conversation between himself and Depape. He may have been trying to befriend Pape in a cryptic way because the guy is a dim bulb, but the intention was to convey on the call that he was in trouble and needed help. Which worked.
