You cant conclude that. The window has mullions. You can smash through the glass and then claw back with a hammer or crow bar or other kind of instrument to break the mullion and make the whole bigger and glass would be on the outside.
Of course, it could have been from the inside but the evidence does NOT exclude being broken from the outside.
