US: caught with 3 kilos of cocaine - maybe 4 years, unless prosecution is declined or plead out as is frequently the case. Fentanyl up to 1million pills - no prosecution.
Most South & Latin American countries for same offense: 5-8 years, judge’s discretion. More than 3keys, it goes to 25 years in prisons where you better have a friend or relative bring you any amenities or edible food.
As to how much might make them press fir delivery charges. who knows? Things like possession of scales and packaging materials might be a factor. Also, quantities in separate containers ought to be a factor. I was on a grand jury once that was hearing a case in which a guy was charged with possession of 5 bags of meth...about a 1/4 of a sandwich bag each...and they weren’t trying to get a DCS indictment.
