Hehe NATO is hardly expected to release this type of information officially. NATO is stingy and milking Uncle Sam for decades but they are not stupid.
Only leaks can expose this type of info. Ask our DOJ about leaks.
It wasn’t intend to be secret. It’s a telegram post. I’ve posted the yt link to the interpretation. Most of the post is Ramzan Kadyrov complaints about how the general in Lyman screwed up. That was the emphasis of his post. However, during his complaints, he did say he’d like to use a low yield nuke and Martial Law at the border.
