Someone should tell the two Daily Smell airheads (who merely repeat Liz Truss blastFAXes) that Kadyrov is the head of the Chechen Republic and a lieutenant GENERAL in the dirty RuZZian army - not a "lieutenant".

How embarrassing.

In this context, “lieutenant” is being used as, Kadyrov is Puutin’s right hand man .... DM is correct here.

The other meaning of lieutenant, other than military rank, is subordinate, henchman, etc.
