I presume we’re talking about Dan Sullivan?

In 2018, US Senator John McCain informed its board of his intention to step down as chair of IRI after 25 years in the role and recommended for US Senator Dan Sullivan to succeed him.[6]

Scroll down to board members. Half are congress members. The IRI gets funding from USAID and the NED who in turn get funding from —— congress. I wonder if the congress/board members get paid for sitting on the board?
I am not surprised by any corruption reported about the House and Senate. It's an old-boys club and once you get in, they all scratch each other's backs and fund items from which they directly benefit.
Sometimes the corruption is just brazen, as when Reid and a partner bought land cheap in Nevada because Interior was blocking electric access for environmental reasons. Reid just changed the law to force Interior to grant access. Ch-Ching! Or the Dem Congressman from WV whose family owned resort property almost surrounded by National Forest. He appropriated money and directed Interior to condemn the remaining private land around his family's property. Ch-Ching!
A term limit amendment is one of the single most needed changes.
