In the novel, our traitorous federal government forms up the "North American Legion" from the illegal alien border crossers, led by "woke" American officers.
The N.A.L. troops are willing to do the dirty work of imposing tyranny that Americans soldiers refuse to do. Full citizenship and free land (taken from Americans) are their incentives.
