Of course they are. They just think if they don't admit it, it won't be true, which is typical social progressive "thinking". The real difficulty is that both politicians and command who are behind this don't love their country, think it's systemically evil, and want to change it by force, which their privileged positions are allowing them to do. Note the vehemence with which Kelisa Wing denied she has that power while vigorously exercising it. This is not cognitive dissonance, it's simply lying.
The administrations desired outcome is to establish precedent that the US can’t attain qualified (branch name) enlistments, thereby setting the stage for UN “assistance”. Just my thoughts.

I am SHOCKED to hear they can’t meet their recruitment goals anymore. Gee, who would have guessed?

So, you have 80 white pilots and 20 others. 38 white pilots leave so now you have 67.7% of the pilots being white. Problem solved. The problem is you only have 62 pilots.
I bet the problem is worse if you include gender goals.
It can easily recruit pilots among the many Chinese spies graduating from American universities.

Democrat presidents since Truman have purged the military of field experienced officers. Biden’s administration is the first to purge the military from generals down to recruits. The single most devastating purge is getting rid of the southern boys and dissuading southerners from enlisting. Black and white, they have been the war fighting backbone of the military since the beginning. The military is being reduced to undeployable trannies and homosexual techies who can operate drones from way back of the fight and women who cannot carry the load on the field that their male counterparts do and who break more easily.
Now they have embraced the approach of a corporate HR department and have focussed on diversity and inclusion. They went from "race and sex don't matter" to "race and sex are the only thing that matters". Has this made them better? I'll let you all decide. But I will leave you with one recent image that most people seem to have simply forgotten about.
