Russia does not have the Officer Corp or equipment for full mobilization. Russia kept the WW2 army that relies on full mobilization to win, but dismantled the infrastructure necessary to actually use it. This is the reason why they’ve been fully mobilizing only in Donetsk, and giving these “troops” WW2 era weaponry and uniforms before sending them to get chopped up.
Too late for that. Morale is gone and even state tv watching Russians stopped believing Putin’s lies
The Kremlin lied to Generals about the intent to go to war.
When on exercises to prepare for the war, officers lied to their Generals who lied to the Kremlin about their readiness for war.
When orders to start the war were given to go to war, officers lied to their soldiers that they were going to war until they figured it out for themselves.
All of Russia's cultural problems outside the military are reasons Russia is losing too. They are too corrupt to win.
Even if you went to full-scale mobilization, Russia has expended a lot of it’s artillery, shells, tanks, support vehicles, helicopters, etc....to reach this point.
The other problem here...if you reach for the full-mobilization situation, then Putin has to admit that the ‘Nazi-situation’ in the Ukraine was more than he thought, and in some way lessens the public belief that he is infallible.

They do not have the manpower. Simple as that. The Russian population is barely over half of the US population (147.2 million) - every man taken out of the economy and put into the military lowers Russian productivity.
It takes years to train motivated and spirited troops - the only sort that can win a battle and a war, The conscripts arriving now are in their 50s and 60s. Mobilization is a concept that does not work here - even if the Russian people would stand for it - which they would not.
