Elizabeth became queen in 1952 when her father died, so reigned 70 years. Louis XIV reigned longer (72 years) but for the early years of his reign the government was run by a regency.
Technically she should be called Elizabeth II & I, because Elizabeth I was never queen of Scotland.

The policy now is to use the highest number from Scotland or England.
So if they had a new UK King called Kenneth, he would be Kenneth IV, a Malcolm would be Malcolm V.
