Free cell phones? First, nothing is free. The phones are paid for by American tax payers. Second, that program has been in place for years and I have never understood why the US gov't giving out cell phones to anyone? We need the system used in Europe where, if you get any type of welfare payment, you show up for work every day at a gov't job. It might be cleaning toilets or sweeping sidewalks, but you show up every day for work or your don't get your check. It's amazing how fast welfare people manage to find better-paying jobs.

This is a boon for NYC. They lost a lot of money due to lower child enrollment in schools. Add the 1200 kids, takes away some of the loss in the budget.
