to be more specific I should have included “generally” cruise missiles cannot loiter, but they could not when Kamikaze came into use.

The Russians clearly did not think Ukraine would ever attempt to attack Crimea. I am sure there are thousands of locals and even more Russians who figured it was as safe as going to Cape Cod.
