Long standing norms that the FBI has used to justify doing nothing ever to Hillary Clinton are that they do nothing within 90 days of an election. They wanted to get as close to that election without going inside the 90 day window. They went on the 91st day before the election.
When you time a raid based on the timing of the election, you are in fact doing a political hatchet job.
