All any President needs to do is say, these documents are declassified. End of story... period. The President doesn’t need to write it down, he doesn’t even need to tell anyone. If the President says it’s declassified... move on, no story here. There are no clear procedures for the President to Declassify anything.

That sounds really strange. If that is true then the whole thing is a mess because that means any President can, basically, make things up and claim they declassified X,Y,Z when they were flossing their molars on September morning in either 2021 or 2022!
