The WH can't throw anyone under the bus because the WH is nothing but window dressing and Biden is just a mannikin.
There is no "head-of-the-snake" on the Left because the Deep State and the Democrat Party are merely limbs of a giant bureaucratic beast. It does what it has to in order to survive and serve the cause--its cause (a government-run state).

However, it’s also not only possible but likely that Biden knew nothing about this in advance, not because he would have opposed it, but because they couldn’t trust him not to blurt it out in some moment of dementia. He’s a vicious, vindictive, amoral leftist who would have been on board with it, but I think they thought he might spill the beans or, as Obama said of him, “f*** things up.”
But “the White House” - which really refers to Obama’s minions and Pelosi, who I am convinced are the ones running the day-to-day for the bigger interests behind them - most certainly did know about it. Possibly they didn’t have to give any written authorization, just to keep their fingerprints off it, but there is no way they didn’t know about it.
