I understand how the Article 5 Convention is restricted in its format and has states still as protectors from the results purportedly but I am a student of history.
Those working with and supporters of the Article of Confederation, our first government, allowed a limited convention that went free range and through it all out with a new constitution.
Once a convention is convened NOTHING will stop where it leads.

The people looking at amending the ‘Articles Of Confederation and Perpetual Union’
did not throw it out.
They proposed a replacement, and after it was proposed,
all of the the states independently voted to approve it.
The Articles of Confederation were an unfixable mess.

Congress had no authority over the Federal Convention.
Most states sent their congressional delegates to serve at the Federal Convention. They knew what they were doing.
