The state agency is considering changes to the current NEM program, where solar energy users put excess energy into the state’s power grid to receive credits on their monthly bills.

The proposed changes would eliminate this financial incentive and reversely tax users per month simply for having rooftop solar.

England imposed a window tax to help pay for switching over to milled coinage. Tax collector counted the number of windows in your house and sent you the bill. So sun light has been taxed before.

I seem to remember this happening before.

To many small producers dumping into the grid, and the utility will not like it.

As old as I am the components should out last me….

Just have spares for everything. Lighting has taken out an inverter and charge controller for me. Even with good grounding.
Panels are pretty rugged. I've got spare diodes for them but never needed them.

Nobody is taxing the sun, just pay for using the transmission lines and stop using the utilities as a back up battery for free.

FR: Never Accept the Premise of Your Opponent’s Argument

The first things that I try to verify regarding taxes is this. Is whoever officially deciding taxes not only constitutionally authorized to do so, but also popularly elected?

After all, we don't want taxation without representation.

Unsurprisingly for an election year, the referenced article seemingly volunteers non-elected California PG&E bureaucrats as the tax guy. But is front-ending a proposed tax with PG&E actually a little sleight of hand to give voters the impression that a proposed tax is somehow out of their control, comparable to career federal lawmakers arguably hiding behind non-elected federal bureaucrats regarding proposed federal tax increases?

But after a little scratching, California Senate and Assembly evidently have respective Fiscal Committees.

Step 3: What If Your Bill Goes To A Fiscal Committee?

So without knowing any more, Californians need to know that their elected government leaders are probably the ones "proposing" a tax on solar panels this election year.

Note that similarly to the federal constitution which expressly uniquely gives House of Representatives the power to originate tax appropriations bills, California constitution should probably be amended to identify California lawmakers as the big, bad tax people.

Corrections, insights welcome.

And speaking of election year, Trump's red tsunami of patriot supporters are reminded that they must vote twice this election year. Your first vote is to primary career RINO incumbents in federal and state governments. Your second vote is to replace outgoing Democrats and RINOs with Trump-endorsed patriot candidates.

This is what California has voted for repeatedly.
I have no sympathy whatsoever for anyone that has any complaint about how any lefty run communities suffer.

Our intrepid reporter neglected to inform readers that, according to The Hill, “Pacific Gas & Electric (PG&E), Southern California Edison (SCE) and San Diego Gas & Electric (SDGE) are all major contributors to the Affordable Clean Energy for All coalition, which is seeking to reform California’s Net Energy Metering (NEM) program by reducing paybacks to residential solar customers, according to documents the utilities filed with the state.

It happened in NV.
The electric utility has to pay the individual homeowner solar electric producer based on the NET METERING agreement with the state. This agreement can be changed by the state Public Utilities Commission. The utility got the three person PUC of NV to change the Net Metering rate they had to pay.

The people of NV that had installed residential solar arrays based on their payback from the net metering flipped out. They organized and protested at the capital/governors. The PUC changed it back.

The point is that utilities are in the business to make money. If too many people add rooftop solar, the utility will eventually get the government to change the net metering rate they pay.

FYI, I considered building an array at my residence in NH.
The NH net metering rate is locked in through 2040. This is something anyone buying an array should check.

It is not quite as simple.

Utilities balance their load based on demand. If there are a bunch of little generators dumping into their grid that they can’t control, it causes all sorts of havoc.

Locally, the big generator tried to ban private solar cells for awhile for that reason. Over loading a grid is as dangerous as underloading it.

But as you pointed out, they are in it to make money.

Depending on what the grid charges for “hookup” you might still retain that connection, as backup, for some damage to your system. That might be cheaper then a generator and keeping the fuel fresh for that use case. Have seen inverter/chargers fail, panels damaged in severe weather, or just bad weather for several days in a row. A lot of people go off grid because getting the original connection to their homestead can be very expensive, but you already have that.

I don't know about you but when the gas tax is increased the first place I think of to go protest the tax is the gas station.< /sarcasm >

Our state (IN) already has registration tax on hybrids and full electrics to replace gas tax.
