5. Who Conducts the Recall Election? The county elections official (i.e., the County Clerk or Registrar of Voters) conducts the election in the case of the recall of elective officers of a county, school district, county board of education, community college district, resident voting district and judges of trial courts (§11002). However, in the event that the county elections official is the officer whose recall is being sought, then the duties imposed upon [them] shall be performed by some other person designated by the BoardofSupervisors (E.C. §11201).
Their own website and booklet calls it an election.
