Don’t know but I think he’s using campaign funds. On the one hand, a donor might not be pleased about their donations being used in communications that by definition aren’t going to help him get re-elected, since it’s out of state media. On the other hand, I think the real purpose is to raise his visibility in those states because he’s going to run for president
