The President has no legal jurisdiction over the U.S. Capitol -- especially when Congress is in session.

He may not have been able to send the Guard to the Capitol without the Capitol Police requesting them but they could have been ready when the request came.

Did the Capitol Police ever request help from the White House?

Nothing President Trump did that day would have been seen as anything other than an "insurrection" against a bunch of feckless misfits in Congress.
