The President has no resources at his disposal to quell a riot after the leadership of Congress already rejected his request to send troops several days earlier. The National Guard reports to Trump, not Pelosi or the major of D.C. He could have called them up at any time and had them ready.

The President has no legal jurisdiction over the U.S. Capitol -- especially when Congress is in session. That's one of the clear distinctions between the authority of the legislative and executive branches of government under our Constitution.
That's why he can only show up for his State of the Union address at the invitation of the Speaker of the House.

Idiotic! He gave thousands to Pelosi several days earlier.
She refused them!
