To be specific for those unfamiliar with the concept - there is no part of the Earth’s surface that you can’t hit using cheap magnetic accelerators and lunar rocks serving as incredibly powerful artillery. Practically unlimited ammo supply and if you absolutely have to, you can power the accelerators by solar panels. Anything coming out of Earth’s gravity well will be seen coming and be the recipient of several kinetic kill projectiles.

Control the orbitals (in this case by setting up a bombardment system on the moon), you control the planet.

Right because a base like that would be so easy to re-supply and protect from radiation and other militaries? Don’t allows these autocrats to push us to silly spending plans because of fear. Of course this is what pushed the Russians to bankruptcy back in the day, trying to keep up with Starwars programs. About the only useful purpose of the moon, might be as a staging place to astoriod mining, though even then a habitat orbiting the moon would make more sense, then entering and leaving its gravity well. Most rocks as is with meteors today never make it past our atmosphere.
