Joe Biden has been given a "get out of jail free" card for a long time; "bumbling," sleepy," "slow," etc are all meant to soften the truth that in real life he is nasty as hell, completely self-absorbed, totally amoral. As he ages out, he gets a "dementia" - or at lest a "senior moment" pass when it is convenient.
He's not some good old boy plagued by humorous malaprops and embarrassing gaffes- he's a thug and a lifetime machine politician who uses all the power he is given to get his way or make an example of someone, whether it is a nation that disagrees with him, a guy who was innocent of causing a fatal road accident or a NE corridor employee who simply didn't kiss "Amtrak Joe's" butt quickly and/or thoroughly enough.
His peers know him. Watch Jeff Sessions intervene when his granddaughter was encountered by Biden... the club knows he's a pervert as well (Sessions at least intervened... in a similar situation Chris Coons just grinned a little wider like a good little acolyte).
