Do you really think Ukraine is more corrupt than Washington or Moscow?

Ukraine is listed as THE most corrupted nation in the world, especially in the financial field. There is a good reason they were never admitted into the EU or Nato since their independence in 1991.
The age old saying: When shaking hands with a Ukrainian, check to see how many fingers he stole.
And you would believe such a rating? Not only do you not understand Ukraine, but you don’t understand Washington, DC.
Those ratings have all the validity of a David Letterman top ten list.
