States have powers.

There is a large difference.

Saying states have rights is using the Orwellian language of Progressives.

Technically true, however, "States' Rights" infer the people's ability to exercise their rights within their States without undesignated powers by the Fedgov. BTW, the Fedgov has no rights either - only powers. It's pretty clear in the 10th Amendment.
