Long ago, I knew someone who spent a weekend at one of the Hoi polloi mansions. It was an orgy of everything. He ended up asking what they did for something special.

"Hoi polloi" means "the masses; the common people." I've made the same mistake, more than once.

I think the expression you're thinking of is "hoity-toity."
