It took the perp over 90 minutes to kill the next 11 because after the initial shootings, people went to their vehicles for rifles and pinned the perp in the tower with return fire (albeit mostly amateurish and ineffective) until law enforcement could take the perp out.

Likewise, I also believe manners started to nosedive when it became a major legal issue for punching someone in the face when they were excessively rude.
