Confused! if he lived in town why was he being chased by border patrol? FYI, BP has jurisdiction within 100 miles of the border. How else could they do their job apprehending illegals fleeing? Of course..., that was in the "Pre-Open Borders Biden" days!

Border Patrol has a checkpoint (which is now pretty much empty) in San Onofre, California many miles north of the border. I remember long waits there while cops were checking every car. Now you just breeze through. There’s nobody there anymore.
