They are separate and distinct parts of the state seal and have totally different symbolic importance. The crying shame of the matter is that if it were not for Massachusetts, Connecticut, Rhode Island, New York, New Jersey and Pennsylvania, there never would have been a United States to begin with. You cannot swing a dead cat in those places without hitting some site or landmark associated with our sacred Revolution and now so many of their citizens want to throw their birthright of freedom out the window.
