Currently the places with the highest vaccination rates typically have the highest infection rates. The unvaccinated are less likely to test positive for Covid than even the vaccinated, even those with recent boosters.

It's unlikely that the vaccine actually makes one more susceptible to COVID. Unless you think it's actually worse than a normal-saline placebo, what you're probably seeing is that (a) most people are vaccinated; (b) most unvaccinated people have already had COVID and have recovered, OR they are not very susceptible to COVID for some other reason TBD.
