I disagree with that, having dealt with terminally ill family members sometimes a certain IDGAF attitude takes over and they just start doing whatever the hell they want without regard to anyone or anything else, especially if it is messing with their cognitive abilities.

Putin indeed looks puffy, but in his recent 11-minute "Victory Day" speech, he was able to talk in a healthy, projecting manner. He did not appear to be on his death-bed.
