Breast implants for cosmetic surgery can cause this problem. I know from personal experience (not me I am a guy, and have a degree in biology so I am able to tell).
YES-—I have seen such.
My mother used to raise Labradors during the 40’s & 50’s.
Often, a bitch would have 12-13 pups-—and be ‘a little short’ on milk.
Mother ALWAYS would use some milk from our cows & mix it with dry Pablum. She would put it in tin pie plates & there would be puppies all over wearing the mix. THEN.... they would lick each other clean until next feeding time.
I have NOT seen Pablum on store shelves for decades.

Thank you for your kind comments. This is such a sensitive and emotional subject and many mothers feel guilty about “failing”. Most of the time, it isn’t their fault, but that of poorly educated Doctors and the “big food marketers”.
I am 78 years old and was sabotaged with my first baby by a well-meaning pediatrician. I turned to my grandmothers when the next baby was on the way, and they shared their wisdom from back in the day when manufactured formula wasn’t available.
Lots of research and learning later, I finally learned how to breast feed only for the first 6 months, then start other foods as soon as my babies were able to sit up and try to snatch food from my plate. Then it was nature’s signal; that baby was ready to try real food, not pureed stuff in little jars.
So, trying to passalong what my grandmothers taught me, and I learned on my own to others, in case it might help.
No . Not just breast-feeding there were other factors such as environment, sanitation, starvation, disease, Famine , war, etc. Basically the invention of antibiotics, sanitation, and surplus of food which are recent inventions has increased survival rates dramatically.

Evaporated milk, water, corn syrup and liquid vitamins make a perfectly nutritious baby formula. Are moms too lazy to mix their own?
Do not put the poly vi sol IN the formula but instead dose them as directed on the bottle

Short answer: maybe. Too many people cannot figure out how to make their own stuff. If it is not on a store shelf, it does not exist. Everyone should have to spend one summer working on a farm. Would do wonders for them.
Oh, how melodramatic. My mother raised 9 children, and none of us were given formula after weaning. We all did just fine.
The more likely cause of the high infant mortality from years ago was childhood diseases as well as things like dysentery, typhoid, yellow fever, tetanus, etc., instead of not being able to breastfeed. As for the excuse of why the US has such a high infant mortality rate now, I don’t know.
It’s true that some women can’t get the baby to properly latch on or perhaps can’t produce enough immediately for the baby. But the number of women who truly cannot produce enough milk is very, very low. With proper support and education on how to properly get the baby to latch, how to make sure the baby is getting enough, and how to increase the milk production, almost any woman can successfully breastfeed if she wants to do so. The knowledge and support for breastfeeding isn’t that common in many families now and new mothers are even often told by older women how wonderful formula is now because it doesn’t tie the mother to her baby.
But it’s a travesty that women and babies who need formula are suffering through rationing and shortages like this.
