All true. Also sometimes the dementia may not be a result of Parkinson’s treatment but the dementia and Parkinson’s may have the same root case. For example a stroke or a series of minor strokes, often undetectable, in a critical area of the brain can destroy dopamine producing cells of the brain causing Parkinson’s, and also other brain tissue leading to dementia. It’s likely Putin suffers from chronically high BP because of the extreme stress he lives under, being paranoid about survival (survived seven assassination attempts). The high stress lifestyle would not only put him in a high risk category for cardiovascular diseases but also at high risk for cancer.

The big problem I see is if he does have Parkinsons, anesthesia will scramble his brain big time. President Pudding Cup vs Vlad the Mad. I see no happy ending.
