‘Judge’ in Texas is more of a mayor for a whole county, not a judge as in a court. In rural Texas counties, county judges also sit as court judges in some cases (mostly misdemeanor criminal, appeals from JP court, and uncontested probates). Fort Bend is not one of those counties.

I’m pretty sure both kinds of judges exist in Texas. Judges who preside over courtrooms and what other states call county commissioners. I’m pretty sure this guy is one of the latter.
