Optics. They want it both ways.

I also suspect that they are hoping that a new “superdoopermega dangerous” variant appears just in time for one of the stages of the inevitable appeals to be decided so they can use that as justification.

Could be. Trying to avoid offending the base without actually doing anything. No emergency stay, just let it twist in the wind until May 5th.

I believe the judge ruled it “unlawful” and therefore the law was struck down. A “stay” is therefore not possible.
