Those huge external SS-N-12 Sandbox (P-500/P-1000) launch canisters on the deck have always been a vulnerability on the Moskva. They are a deliberate tradeoff - in exchange for the vulnerability, they give the cruiser an enormously outsized first strike punch - the SS-N-12 is actually a larger missile than the Shipwreck/Granit with a significantly larger payload/warhead. Those are capital ship killer missiles that are too large to mount on a cruiser the size of the Moskva any other way other than box launchers mounted on deck, and they’re not reloadable outside a port.

Basically, the Moskva’s operational concept is/was to either strike first or to flush all of its box launchers if it sees threats incoming. It’s a use-it-or-lose-it strategy and it made sense for the fights the Soviets saw as likely. Unfortunately, if the Moskva doesn’t mass fire all those deck launchers when presented with a serious threat, it’s horribly vulnerable to all forms of vehicular weapons - the launchers are reportedly not armored against much more than small arms. If it can get the missiles away, the empty launchers serve as additional armor and it actually becomes a respectable antiaircraft cruiser, preferably while running away to a port to reload.
