Lets consider the best case scenario.
If we’re talking hypotheticals, what if Nancy resigns as Speaker, the House elects Obama as the new Speaker, then Joe and Kamala resign. Does Obama get to serve a 3’rd term? Note that the 22nd Amendment refers to “elected”, not “serve”. Let that thought keep you up at night.

There is/was a part of FEMA called Continuity of Government which made extremely detailed protocol for what you describe and even worse. Everything GWB did immediately after 9/11 was based on those protocols.

I think you are correct. Something is in the planning. A false flag nuclear attack? Drop them on the middle states to gain the full majority?
Obviously, the governments of the several states would continue to manage the day-to-day lives of We The People.
Congress is a body of delegated powers; in the event of a catastrophic event in Congress, those delegated powers would revert back to the sovereign states.
The founding documents, the Declaration of Independence and the United States Constitution, would still be in force, but sovereign powers would become dominant. The Declaration of Independence was a binding pact between the several states to "mutually pledge to each other our Lives, our Fortunes and our sacred Honor."
The states would immediately schedule special elections to replace the House of Representatives. Regarding diminished air travel, recall that Congress was created during a time when its members would travel for weeks via horse and buggy to reach it. Today's comforts is no excuse to alter its behavior. On the Senate side, They don't have to wait since the Governor can (mostly) appoint an interim Senator immediately. The question is how the Senators convene as a body. The more important question is what would the convene to do?
I don't think we need to worry about ratifying treaties in the days after a devastating attack. The same is true for confirming SCOTUS or other offices; SCOTUS can survive with as a reduced body and succession will fill temporarily vacant offices in the interim.
Regarding convening Congress at all, Article II Section 3 allows the President to convene Congress at an alternative location, so traveling to Washington, DC is not an absolute restricting on the ability of Congress to act.
Even Congress isn't sure.
Which should be testimony that those in Congress are unqualified to hold their offices.
