Cant be a war crime because Herr Putin says it is not a war...
And according to Putin puffers here, the war is over, Russia is just mopping up. So I bet this is really just staged Russians acting like Ukrainians doing a “mop up” and getting some extra propagaanda out of it.

The guy had a white armband on his left arm. That means he was helping the Russians, and got killed for it.
