Cap-and-Trade.

Cap carbon emissions (at levels that were said to be causing man-made global warming) but trade carbon emissions tax credits.

The Warmists used to call it “Global Warming”, but after it started cooling, they now call it “Climate Change”. They used to say catastrophe would happen after the temperature went up 2 degrees C, now it’s 1.5 degrees C, even though the first 1 degree of that was happened over a century ago. They used to say the catastrophe would happen in decades, then it was 15 years, now it’s “immediately”.

They’re desperate because they’re losing.
