The citizens of Ukraine are armed and fighting. They are all considered combatants as a result.
Firstly - Putin said this is not a war but a "special operation" - so killing civilians is illegal and is terrorism on the part of the Russians
Secondly - killing someone in a war is differnt from tying their hands up and shooting them in the back of the head - which is what the Russians did in Bucha.
