Because the trucking industry is cut throat. Always someone will haul it cheaper. Not as well or on time, but cheaper.

There are about 3.5 million truck drivers in the U.S. today. That number has barely changed since the 1980s even though the nation's population has grown by 100 million people.

If the industry was as “cut throat” as you say, the driver quoted in this article would never be able to charge $9 per mile for a load.
