Just because an “inflammatory” statement is released by one party does not make it propaganda; it could well be a report made in error, but believed to be true at that moment.

Propaganda is a repeated unwavering theme, including repeatedly creating fallacious and obvious myths, not a one time report.

If propaganda is a repeated unwavering theme, then the Ukranians are guilty of it. The ‘nuclear reactor attack’ is but one of *many* stories that the Ukranians have launched then have had to walk back. Many of which didn’t make any sense at the time they released them.

At this point, until proven otherwise, I’m going to go with “a pox on both their houses.”
