I just remembered another shooting using a “blank” cartridge about fifty years ago at the Durango, Colorado County fair in which a man who dressed like Pancho Villa shot a girl.(She asked him to).
How a live bullet got into the cartridge was never figured out. From what I read back then, it was a blank, but somehow a bullet got into it.
Baldwin is trying and acquitting himself in the media.
